Why it exists
Quality in FM was defined differently per service and per contract; this standard offered a shared notion of quality.
Scope and content (paraphrased)
Paraphrased: guidance on defining, measuring and monitoring quality in facility service delivery.
Main concepts
- Quality as an agreed level, not an absolute value.
Who should understand it
- Executive or client receiving FM accountability
- FM director and policy owner
- Contract, sourcing and procurement manager
- Auditor, quality and compliance officer
What it means in practice
Strategic
Historically: quality became a negotiable, explicit notion.
Tactical
Quality arrangements from this tradition still sit in many contracts.
Operational
Refer to EN 15221-8:2025 from now on.
Historical significance
Part 3 gave European FM practice a notion of quality independent of individual provider definitions. In 2025 it was consolidated with parts 4, 5 and 7 into a single integral standard; that is a substantive shift from separate topics to one coherent process and principles framework.
