Historical significance
EN 15221-1 is the formal result of the European definition process that began in 2002 with representatives from fifteen countries and concluded in 2006 with 29. It fixed the demand-supply relationship as the heart of FM — a different angle from the American people/process/place formula. The standard was withdrawn when ISO 41011 took over that role, but its thinking lives on in the ISO series and in EN 15221-8:2025.
