Part 4 is the formal European origin of the Space & Infrastructure / People & Organisation split — the serious alternative to the market terminology hard/soft. Since the 2025 consolidation that taxonomy still exists, but inside EN 15221-8:2025 rather than as a standalone standard. That matters for the Services Atlas: hard/soft was never normatively defined; this classification was.
