The difference in one sentence
Hard, soft and enabling are procurement labels, not an analytical framework.
Why they get conflated
Hard and soft come from the procurement market, not from ISO or EN. They stuck because they follow tender structure, not because they apply a consistent criterion.
Why it matters
Security, catering and waste land differently per contract. Treating the split as truth is exactly how those services fall out of view.
How to tell them apart
Check whether the split changes a decision. If not, use it as a procurement label, not an analytical frame.
