Standard and framework
Consensus document or market product — the difference sets the weight.
Produced through formal consensus in a technical committee, with public status, version and withdrawal.
Produced by an association, consultancy or provider. May be excellent, but carries no normative status.
The difference in one sentence
A standard is consensus with status; a framework is a good idea without normative weight.
Why they get conflated
Both are cited in presentations as 'the standard'. Certifications and competency models look normative without being so.
Why it matters
In a tender, the provenance of a requirement determines whether it holds up.
How to tell them apart
Look for the committee, the number and the publication date. Absent those, it is a framework.
